Hi a vst is a plug-in that is an instrument/effect that is use to compose music just like a guitar or music keyboard but virtual.
But an effect .i.e. this one here for example (MaxxHi5) is to add effects to the sound instrument i.e. an hall echo to a guitar lets say, MaxxHi5 has swashing under water effect due to the cut-off and resonance.

But a VST plug-in needs a host, a host is any music software but one that supports VST plug-ins.
